Operation
Organization's main decisive body is the Council of Heads of States, which is chaired by the country assuming the Chairmanship-in-office (rotation according to the alphabetical order). The current chair is Kazakhstan. The activities of the Organization are coordinated and supported by its Secretariat located in Istanbul.

The Council of Elders serves as the permanent consultative body within the Organization of Turkic States, embodying a revered tradition of seeking counsel and wisdom from esteemed ancestors—an integral practice within Turkic cultures. At the 8th Summit in Istanbul, there was a collective effort to enhance the Council's effectiveness and maximize its potential. The regulations governing the Council were consequently renewed by Heads of State, reflecting a commitment to leveraging the vast experience of its elder members. Mr. Binali Yıldırım, the Elder of Türkiye was appointed as the Chairman of this esteemed body.

The Organization of Turkic States also functions as an umbrella organization for existing cooperation mechanisms such as the International Organization of Turkic Culture (TURKSOY), the Parliamentary Assembly of the Turkic Speaking Countries (TURKPA), International Turkic Academy, Turkic Culture and Heritage Foundation and Turkic Chamber of Commerce and Industry.
