Bishkek hosted the Second Summit of the Cooperation Council of Turkic Speaking States
Presidents of Kazakhstan, Kyrgyzstan, and Turkey, as well as the Prime Minister of Azerbaijan participated in the Second Summit of the Cooperation Council of Turkic Speaking States in Bishkek on August 23, 2012. The main subject of the Summit this year was declared as “Cooperation in Education, Science, and Culture”. 
 
Within the scope of the summit, the Council of Foreign Ministers signed the Agreement on Financial Rules of the Turkic Council. Education ministers of the Member States signed the Agreement on the Establishment of the Turkic Academy in Astana and the Agreement on the Establishment of the Turkic Cultural Heritage Fund in Baku. 
 
Heads of States and Governments also engaged in bilateral discussions and signed a number of bilateral agreements during the Summit. The Summit was closed after the Heads of State signed the Bishkek Declaration. The Third Summit will be hosted by Azerbaijan in 2013.
