I would like to extend my heartfelt congratulations on the appointment  of H.E.Ambassador Kairat Abdrakhmanov as the OSCE High Commissioner on National Minorities. 
It is of great significance that, for the first time in the history of the OSCE, an official from the Turkic world is going to work in such a prestigious position.
The appointment of Ambassador Abdrakhmanov attests Kazakhstan’s increasing role and influence in the international arena, since the Kazakhstan’s Chairmanship of OSCE in 2010. 

Assuring H.E. Kairat Abdrakhmanov of the full support of the Turkic Speaking States in his endeavors, I am also confident that the wealth of his experience as a former Foreign Minister of Kazakhstan and renowned international diplomat will  make a great contribution to the national minority issues and help deepen the relations in OSCE, as well as among the Turkic Speaking States.
