Deputy Secretary General of the Turkic Council Abzal Saparbekuly, signed on behalf of the Turkic Council Secretariat, the condolence book opened at the Consulate General of the Russian Federation in Istanbul, for deceased Adrey Karlov, Ambassador of the Russian Federation to Ankara who was treacherously assassinated on 19 December 2016.
