Meeting of the Ministers in charge of Information and Communication Technologies (ICT) of the Turkic States convened in Azerbaijan
The Meeting of the Ministers in charge of Information and Communication Technologies (ICT) of the Organization of Turkic States (OTS) was convened on 26 May 2022 in Baku.
The meeting was hosted by H.E. Rashad Nabiyev, Minister of Digital Development and Transport of the Republic of Azerbaijan, moderated by H.E. Baghdad Amreyev, Secretary General of the OTS, and attended by H.E. Bagdat Mussin, Minister of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan, H.E. Talant Kalykov, Deputy Minister of Digital Development of the Kyrgyz Republic, H.E. Ömer Fatih Sayan, Deputy Minister of Transport and Infrastructure of the Republic of Türkiye, Mr. Yavuz Emir Beyribey, Vice President of Digital Transformation Office of the Presidency of the Republic of Türkiye, H.E. Jamshid Egamberdiyev, Deputy Minister of Development of Information Technologies and Communications of the Republic of Uzbekistan, Mr. Olimjon Tuychiev, Director General of the National Office for the Implementation of Innovations and Transfer of Technology under the Ministry of Innovative Development of the Republic of Uzbekistan, Mr. Viktor Szederkényi, Ambassador of Hungary to Azerbaijan and Batyr Orazdurdyyev, Director General of the Turkmen Space Agency.
Prior to the Ministerial Meeting, Parties attended the opening ceremony of the “TEKNOFEST Azerbaijan” Aerospace and Technology Festival and visited the various pavilions of the event.
At the meeting, Secretary General Amreyev emphasized the high potential of the Turkic region in development of advanced technologies and crucial role of joint collaboration in exchange of best experiences and practices among the Member and Observer States. 
Referring to the field visits realized in Azerbaijan (“ASAN Service”) and Kazakhstan (“Zerde Holding”) and to the Forum organized in Uzbekistan on the theme of "Role of Innovation and Technology Development in the Turkic Region" in 2021, B. Amreyev briefed the Ministers on the latest activities of the OTS in the field of ICT. 
Secretary General proposed to establish a special technical group consisted of IT specialists to exchange comprehensive information on legislation and analysis on E-Signature, and to realize a project for developing the “Common mobile device registration system” to be applied for devices with International Mobile Equipment Identity (IMEI).
During the meeting, Ministers shared information on the developments in the Information and Communication sector and the mobile and internet services, digitalization, public-private partnerships as well as role of start-ups in achieving the technological innovation in their respective countries.
Parties further held discussions on the existing cooperation in the ICT field under the sub-working groups namely: Development of Digital Infrastructure, E-Government, Cyber Security as well as cooperation in implementing joint projects for the development of ICT infrastructure in the Member States. 
Parties supported the initiative to develop a “Common Mobile Device Registration System” among the OTS Member States, establish cooperation among the start-ups from the different spheres of the Member and Observer States as well as raised the issues related to the “Digital Innovation Catalogue of the OTS” project in the upcoming period. 
At the end of the meeting, Mr. Tamerlan Taghiyev, Executive Director of the Center for Analysis and Coordination of the 4th Industrial Revolution under the Ministry of Economy of the Republic Azerbaijan and Mr. Efe Erdem, Executive Director of the MEXT Technology Center of Türkiye made joint presentation about the activities of their Centers and communicated their views on establishing close cooperation in the field of technology transformation, implementing capability building programs and the 4th Industrial Revolution among the Member States.
