Memorandum of Understanding for Cooperation Among Official Foreign Policy Research Centers of the Member States of the Cooperation Council Of Turkic Speaking States was signed on 8 May 2015 in Baku.
In the framework of the Cooperation Council of Turkic Speaking States (Turkic Council), the Center for Strategic Studies under the President of the Republic of Azerbaijan (SAM Azerbaijan), the Kazakhstan Institute for Strategic Studies Under the President of the Republic of Kazakhstan (KazISS), the National Institute for Strategic Studies of the Kyrgyz Republic (NISS) and the Center for Strategic Research of the Ministry of Foreign Affairs of the Republic of Turkey (SAM Turkey) was signed by the heads of the relevant institutions on 8 May 2015 in Baku at a press conference, after their first meeting hosted by SAM Azerbaijan.

At the press conference, Secretary General of the Turkic Council, Ambassador Ramil Hasanov briefed the press on background of the cooperation process. Fattah Heydarov, Elder of the Turkic Council, Member of the Parliament of the Republic of Azerbaijan welcomed the process. Farhad Mammadov, Director of the Center for Strategic Studies under the President of the Republic of Azerbaijan, Yerlan Karin, Director of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan, Talant Sultanov, Director of the National Institute for Strategic Studies of the Kyrgyz Republic and Ali Resul Usul, Chairman of the Center for Strategic Research of the Ministry of Foreign Affairs of the Republic of Turkey also took the floor and expressed their views on this cooperation process. The Deputy Director General of the Institute for Foreign Relations and Trade of Hungary, László Vasa was also present at the ceremony.

Following the addresses, the said MoU was signed as a staunch step to further cooperation in the region and beyond.

The proposal of SAM Turkey to host the next meeting in autumn 2015 was agreed on with consensus. The meeting was concluded with a gift ceremony.
