The Council of Foreign Ministers of the Organization of Turkic States (OTS) upon the initiative of H.E. Mevlüt Çavuşoğlu, Minister of Foreign Affairs of the Republic of Türkiye as the Chairperson in Office of the Organization, held an extraordinary videoconference meeting on 11 January 2022 to discuss the recent developments in Kazakhstan.
The meeting was chaired by H.E. Mevlüt Çavuşoğlu, Minister of Foreign Affairs of the Republic of Türkiye and attended by H.E. Jeyhun Bayramov, Minister of Foreign Affairs of the Republic of Azerbaijan, H.E. Mukhtar Tileuberdi, Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Kazakhstan, H.E. Ruslan Kazakbaev, Minister of Foreign Affairs of the Kyrgyz Republic, H.E. Abdulaziz Kamilov, Minister of Foreign Affairs of the Republic of Uzbekistan, H.E. Péter Szijjártó, Minister of Foreign Affairs and Trade of Hungary, H.E. Rashid Meredov Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs of Turkmenistan and H.E. Baghdad Amreyev, Secretary General of the Organization of Turkic States.
The meeting started with observation of a minute of silence to commemorate those who lost their lives during the incidents in Kazakhstan.
H.E. Mevlüt Çavuşoğlu, Minister of Foreign Affairs of the Republic of Türkiye stated that the developments in Kazakhstan deeply affected the Turkic World and underlined that Kazakhstan has the ability, experience and state tradition to overcome this crisis. He also noted that in these difficult days Turkic World stood by Kazakhstan, fully supported the country in restoring the stability and will continue to support Kazakhstan in every possible means.
The Minister further emphasized the importance of accelerating the steps taken for political and economic integration within the OTS. In this context, he referred to the “Turkic World Vision - 2040“ and punctuated that the most basic condition for development and cooperation is security and stability, and therefore cooperation between the security and intelligence units should be more organized and institutional within the OTS.
He emphasized that Turkish side will continue to closely follow the developments in Kazakhstan, provide any necessary support and expressed his firm determination that Kazakhstan and the Turkic World will come out of this crisis stronger.
H.E. Mukhtar Tileuberdi, Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Kazakhstan presented his assessment concerning the recent developments and current situation in Kazakhstan. The Minister underlined that all events since the beginning of this year constitute links in one chain that subordinated to a single destructive plan, the preparation of which went on for a long time and it was an attempt of coup d'état.
The Minister emphasized that the analysis shows that Kazakhstan is facing an armed aggression from terrorist groups trained outside the country which used violence against civil population, public and private property, attacked businesses, mass media outlets, and law enforcement personnel, caused multiple injuries and deaths. He added that there were over 8 law enforcement officers killed, more than 700 people injured, among whom more than 130 women and elderly people. The minister indicated that, President Tokayev considering the sharp aggravation of the situation has assumed the office of the Chairman of the Security Council of the Republic of Kazakhstan and decided to request the member states of the Collective Security Treaty Organization (CSTO) to provide military assistance in the conduct of the counter-terrorist operation based on the Articles 2 and 4 of the Collective Security Treaty.
At the same time, he underlined that the Republic of Kazakhstan is committed to complying with international obligations in the field of human rights and to the continuation of the course of reforms within the framework of the "Listening State" concept, being implemented by President Tokayev. The Minister updated his colleagues that, at the moment situation have been stabilized and the organizers of terrorist activities were detained and the constitutional order has been mainly restored in all regions.
Further he emphasized that in his address to the Parliament of the Republic of Kazakhstan President Tokayev initiated socio-economic and political reforms and gave concrete instructions and tasks to the newly appointed Prime-Minister Mr.Alikhan Smailov.
H.E. Jeyhun Bayramov, Minister of Foreign Affairs of the Republic of Azerbaijan noted that Azerbaijan closely follows the current situation in brotherly Kazakhstan with deep concern and it is particularly regretful that events over the past few days resulted in human losses and injuries.
Emphasizing that illegitimate use of force and violence that undermine public order and threaten the fundamental human rights and freedoms of citizens can have no justification, and must be resolutely condemned, the Minister stated that Azerbaijan stands for speedy normalization of situation in Kazakhstan and the return to political, social and economic development in the country through continuation of wide-range reforms for the benefit of the Kazakh people and entire region.
Minister Bayramov also underlined that the OTS has an important role to play considering that it is built upon the solidarity among its member-states, and it is common responsibility to stand with the Kazakh sisters and brothers in this challenging time. In this context, the Minister welcomed the OTS statement of 6 January 2022 on readiness of the Organization to assist Kazakhstan in finding a way out of current situation and praised it as a sign of strong determination and ability of the Organization to fulfill its responsibility with regard to member and observers states.
H.E. Ruslan Kazakbaev, Minister of Foreign Affairs of the Kyrgyz Republic stated that Kazakhstan is a fraternal country for all of us, one of the founding states of the Organization, and our duty today is to express solidarity with the Kazakh side in normalizing the situation and establishing peace in the Republic of Kazakhstan.
He noted that Kazakhstan has been subjected to armed aggression by well-coordinated terrorist groups trained abroad and, in this situation, Kazakhstan requested the Collective Security Treaty Organization (CSTO) to provide immediate assistance in accordance with obligations under the Organization. Considering the request of the brotherly country, the Kyrgyz Republic with the decision of Parliament on January 7th sent a limited contingent of the Armed Forces of Kyrgyzstan (150 members of the armed forces, 8 armored vehicles and 11 vehicles) with a mandate to participate in a peacekeeping operation to Kazakhstan, solely for the purpose of protecting strategic installations.
The Minister also proposed to pay high level visits to Kazakhstan in order to demonstrate solidarity and unity of the Turkic States as an international political support for the efforts of the Republic of Kazakhstan to stabilize the situation and relieve public tension.
Minister of Foreign Affairs of the Republic of Uzbekistan, H.E. Abdulaziz Kamilov stated that Uzbekistan, as a close neighbor and ally, supports the efforts of the leadership of fraternal and brotherly Kazakhstan aimed at ensuring the stability, prosperity and well-being of the nation, as well as overcoming the negative impacts of the emerged crisis.
The Minister emphasized that, regardless of the gravity of the situation, the Kazakh leadership and people of Kazakhstan are capable to show a solid resolve and will to preserve the mutual understanding, restore peace and tranquility in these perilous times, as well as resolve the problems arisen in the course of the process.
H.E. Rashid Meredov Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs of Turkmenistan noted that Turkmenistan will continue to work closely with all member states of the Organization to maintain lasting peace and security, which guarantees economic, social and humanitarian development in the countries of the region.
The Minister also underscored that Turkmenistan is interested in the soonest normalization of the situation in this country and expressed a firm conviction that such qualities as wisdom, foresight, deep respect for the customs and traditions of the ancient Kazakh people will serve as a solid foundation for resolving all issues arising in the constitutional and legal framework and in line with international norms. At the same time, Minister Meredov said that Turkmenistan is ready to provide any support to the people of Kazakhstan in the economic, social and humanitarian spheres.
H.E. Péter Szijjártó, Minister of Foreign Affairs and Trade of Hungary underlined that security situation of the Central Asia has very strong influence in Central Europe and entire European continent and therefore they are closely following the event. He stated that the Government of Hungary condemns violence and vandalism which undermines the public order and threatens life of the ordinary people. He added that Hungary also supports all efforts aimed at restoring security of the country and ensuring safety of the people.
The Minister additionally pledged that Hungary will do its best to make sure that any declarations or resolutions put forward within the European international and human rights organizations will be balanced, unbiased and supportive to the Kazakh side.
H.E. Baghdad Amreyev, Secretary General of the Organization of Turkic States underlined that Kazakhstan is an extremely important and inseparable part of the Turkic World. Kazakh land is the motherland for all Turks and therefore the stability and prosperity of Kazakhstan is integral to the well-being of the rest of the Turkic World. He added that nowadays, Kazakhstan is facing the most critical time in its modern history in the result of violence and illegal actions of extremist powers in Almaty and other cities of Kazakhstan. Stressing that these days the very independence of Kazakhstan and its sovereignty has been targeted, the Secretary General emphasized that the OTS should stand by the Kazakh authorities and extend its firm support to Kazakhstan’s legitimate leadership.
