The Second Meeting of the Turkic Council Ministers and Heads of Agencies responsible for Diaspora Issues convened in Ankara on 14 May 2013. Hosted by the Directorate of Turks Abroad and Related Communities of the Prime Ministry of Turkish Republic, the Meeting was chaired by the Turkic Council Secretary General and attended by the officials from the Turkic Council Member Countries as well as the Secretary Generals of TURKPA and TURKSOY. Before the meeting, visiting delegations laid a wreath at Ataturk's Mausoleum and paid tribute.

Turkic Speaking Diaspora Joint Action Strategy of the Turkic Council was approved at the Meeting. The document was signed with a ceremony by Mr. Nazım İbrahimov, Chairman of the State Committee on Work with Diaspora of the Republic of Azerbaijan, Mr. Talgat Mamashev, First Deputy Chairman of the Presidium of the World Association of Kazakhs, Mr. Ermek Ibraimov, Ambassador of the Kyrgyz Republic to the Republic of Turkey, Mr. Bekir Bozdağ, Deputy Prime Minister of the Republic of Turkey and Mr. Halil Akıncı Secretary General of the Turkic Council.
