Following the addresses of H.E. Ogtay Asadov, Chairman of Milli Majlis of the Republic of Azerbaijan, H.E. Nurlan Nigmatulin, Chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan, H.E. Dastanbek Dzhumabekov, Chairman of Jogorku Kenesh of the Kyrgyz Republic, and H.E Binali Yıldırım, Speaker of the Grand National Assembly of Turkey and the Speakers of guest Parliaments; Secretary General delivered a speech at the Plenary Session.

In his address, Secretary General Baghdad Amreyev congratulated Kyrgyz chairmanship and appreciated the contributions of Kyrgyzstan to the Turkic cooperation as the Chairman-in-Office of the Turkic Council.

He congratulated the tenth anniversary of TURKPA and expressed his deepest appreciation for its invaluable contributions to the development and strengthening of political dialogue among the Turkic States by means of parliamentary diplomacy, strengthening an equal and mutually beneficial cooperation with other countries and international organizations, enhancing socio-economic, political, cultural, humanitarian and legal relations.

Stating that following the obtainment of independence by the newly established Turkic States, the Turkic world has entered a period of comprehensive cooperation, building stronger and sounder bilateral relations, and designing their common future together, Secretary General emphasized that as concrete outcomes of the endeavors for more enhanced cooperation, several initiatives of institutionalizing have been undertaken. Starting with TURKSOY, which focuses on the cultural field, these steps have aimed at better integration among these brotherly countries. TURKPA has been a crucial step in terms of bringing the elected representatives of Turkic speaking countries and acted as an important forum for inter-parliamentary dialogue. Turkic Council has been added to this scheme to provide the much-needed political pillar for the advancement of these efforts that have enlarged with the establishment of the Turkic Academy and the Turkic Culture and Heritage Foundation.

Having been mandated to carry out comprehensive cooperation towards the main goal of political integration and in its capacity as the umbrella institution for the integration efforts in the Turkic world, he reiterated that the Turkic Council facilitates the coordination among the brotherly organizations; TURKSOY, TURKPA, Turkic Academy, and Turkic Culture and Heritage Foundation.

Secretary General accentuated that the efforts undertaken by different institutions are at the service of one main purpose, which is greater integration among Turkic states. He added that different dimensions of this cooperation whether political, cultural, parliamentary or scientific shall complement each other in a more consolidated manner and expressed his strong belief that better-coordinated action among the Turkic Cooperation Organizations will deliver greater benefits for the common goal.

At the end of the Plenary Session, Secretary General had talks with the Speakers of the Parliaments of the Member States and exchanged views on the upcoming activities and future endeavors for the development of the Turkic cooperation.
