Hosted by the Hungarian Ministry of Foreign Affairs and Trade, the 3rd Meeting of Ministers in charge of Energy of the Organization of Turkic States (OTS) was convened on 30 March 2023 in Budapest, Hungary.
The meeting was hosted and moderated by H.E. Péter Szijjártó, Minister of Foreign Affairs and Trade of Hungary; and attended by H.E. Parviz Shahbazov, Minister of Energy of the Republic of Azerbaijan; H.E. Taalaibek Ibraev, Minister of Energy of the Kyrgyz Republic; H.E. Fatih Dönmez, Minister of Energy and Natural Resources of the Republic of Türkiye; H.E. Azim Akhmedkhadjaev, First Deputy Minister of Energy of the Republic of Uzbekistan; H.E. Askhat Khassenov, Vice-Minister of Energy of the Republic of Kazakhstan; and H.E.Ambassador Kubanychbek Omuraliev, Secretary General of the OTS.
Opening the Ministerial meeting, H.E. Péter Szijjártó stressed the timeliness of the gathering at the level of ministers, taking into consideration the growing significance of energy in the global agenda.
During their speeches, the Ministers shared information on the current situation on energy in their respective countries as well as in the region, having expressed their commitment to the further development of energy cooperation among the Turkic countries.
The parties highlighted the importance of the implementation of the OTS Program on Energy Cooperation for 2023-2027 and its respective Action Plan which includes the tasks related to ensuring energy security and energy efficiency, promotion of renewable and alternative energy, deployment of new energy technologies and capacity-building programs.
The Parties also praised the level of cooperation between the Turkic countries in the field of energy, and in this regard, referred to strategic energy initiatives such as Baku-Tbilisi-Ceyhan oil pipeline, Southern Gas Corridor and its components (TANAP and TAP pipelines), agreement aiming to create renewable energy transmission corridor from Azerbaijan - through Georgia, Romania - to Hungary which envisages building 1195 km submarine power cable under the Black Sea, Road Map for the construction of the hydropower plant – Kambarata HPP-1, which will be the largest hydropower plant in Kyrgyzstan to provide electricity to the countries in Central Asia.
Referring to the goals set out in the "Turkic World Vision-2040" adopted at the 8th OTS Summit, H.E. Kubanychbek Omuraliev, the OTS Secretary General underlined the importance of target-oriented multilateral energy projects involving all parties within the OTS. Moreover, Secretary General stressed that the energy cooperation among Turkic countries at bilateral, trilateral, and other levels shows constant growth and such an interaction represents a significant contribution to the cooperation within the OTS. Secretary General highlighted the efforts by Hungary – which is an observer state of the OTS and the European Union member state at the same time – in contributing to the energy security initiatives and synergies linking Asia to Europe.
As one of the significant outcomes of the meeting, the Ministers agreed to finalize the establishment of the Energy Coordination Committee at the level of Deputy Energy Ministers to coordinate energy cooperation for overseeing the implementation of the OTS Program on Energy Cooperation and its Action Plan.
They also agreed on The Parties also appreciated the efforts of the OTS Secretariat to build partnership with the International Renewable Energy Agency and in this regard, expressed their support for signature of Memorandum of Understanding between the two organizations.
During the meeting, Kyrgyzstan expressed its readiness to host the next ministerial meeting in 2024.
Parties expressed their appreciation to Hungary for the outstanding organization of the Ministerial meeting and warm hospitality.
