The field visit was organized as a follow-up of the Agreed Minutes of the 4th Meeting of the Turkic Council Sub-Working Group on E-Government held on 30 January 2019 in Almaty where the Member States expressed their willingness to explore the experiences of one-stop-shops and open data in Azerbaijan.
The delegation was welcomed by the Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan Mr. Ulvi Mehdiev, who delivered wide information about the aims and activities of “ASAN service” centers, ”one-stop-shops” that bring together representatives of government and private sector entities. Parties emphasized that with the application of the most advanced information technologies, these centers provide efficient and transparent access to key public and private services for citizens, foreign residents, as well as legal entities in the Republic of Azerbaijan.
During the field visit to “ASAN Service” Center No 3, “E-Gov Development Center” and “Innoland” Incubation and Acceleration Center, as well as ASAN Hayat Complex in Shamakha city, Azerbaijani side shared experience on ensuring convenient, flexible and uninterrupted access to technological and innovative solutions for the provision of public and private services from a single location. Parties also exchanged views on the current situation in the sphere of development of e-services and innovative solutions with the implementation of mobile ID tools.
The Turkic Council Delegation also met with officials of the Ministry of Transport, Communications and High Technologies of Azerbaijan, where an exchange of experience on the formation of e- government portal, use of e-signatures, development of open data infrastructure and data processing centers, and register of electronic services took place. Parties also shared their views on provision of efficient administration through enhancing of transparency and application of innovations and discussed conceptual and technical aspects of further deepening comprehensive cooperation in the field of creating open data platforms, “non-stop shops”, formulating common standards and establishing joint start-ups.
