The opening ceremony of the Turkic Council Regional Diaspora Center was held on 24 December 2014 in Kyiv at the premises of Ukrainian Azerbaijani Joint Diasporas.

The opening ceremony was attended by, Advisor to the Kyiv Mayor, Ambassadors of Turkey and Kyrgyzstan to Kyiv, Undersecretaries from Embassies of Azerbaijan and Kazakhstan, representative of the Ministry of Foreign Affairs of Ukraine, representatives of diasporas of Turkic speaking states in Ukraine and the representatives of Turkic Council Diaspora Contact Group.

The opening of the Center was made jointly by Turkic Council Secretary General Ambassador Ramil Hasanov, Ambassador of the Republic of Turkey to Kyiv, Mr. Yönet Can Tezel and Mr. Bogdan Balasinovich, Advisor to the Kyiv Mayor.

Secretary General Ramil Hasanov made a speech at the meeting held right after the opening ceremony of the Center and gave information about the Turkic Council as well as its activities carried out so far concerning the establishment of diaspora centers.

Secretary General Ramil Hasanov also stated that the Presidents of the Turkic Council Member States always attach great importance to the strengthening of unity among the Turkic people and they encouraged during 4th Summit of the Turkic Council, the establishment of "Regional Diaspora Centers" in order to strengthen the international position of Turkic communities. Mr. Hasanov also underlined that with the establishment of these regional centers it is aimed to create a positive image about Turkic Diasporas in social and political terms, while acting as a bridge between promotion of the cultures and values and defending the interests of the Turkic world as well as being the voice of them in delivery of the problems faced to the international public. 

Diaspora Center will have a structure consisting of Turkic Diaspora organizations in Ukraine on the basis of voluntary participation, and representatives of the institutions responsible for the diaspora issues of Turkic Council Member States. The administration of the Center will be carried out by the Executive Board consisting of two representatives from the each party as well as a representative of the Turkic Council.

Following Kiev, Turkic Council Regional Diaspora Centers are planned to be opened in Washington, Berlin and Paris.
