Turkic Council started its activities in Osh in the framework of the Joint Election Observer Mission to the Parliamentary Elections in the Kyrgyz Republic.
Upon invitation of the government of the Kyrgyz Republic, the delegation of the Turkic Council Joint Election Observation Mission headed by the Deputy Secretary General Ömer Kocaman began monitoring the Kyrgyzstan Parliamentary Election in the city of Osh on 2 October 2015.

At first, the mission delegation paid a courtesy visit to the First Vice Mayor of the Osh city Zamirbek Askarov. The head of the delegation Ömer Kocaman gave brief information about the Turkic Council and its activities. The Vice Mayor in turn informed the delegation about the general atmosphere and the preparations for the elections. At the end of the visit the Head of the delegation Kocaman presented gifts to the Vice Mayor Askarov.

Subsequently, the observer group moved on to the office of the Deputy Chairman of the Election Commission in the city of Osh Kanykei Omurbekova. She explained to the mission the details concerning the election process. She further informed that the preliminary election results could be viewed on the same day of the election.
After the calls at the Office of the Election Commission the delegation headed to the sample polling station where the members of the group were shown the automated ballot boxes. The delegation learned about the technical details of the electronic voting system by testing the boxes.

The Deputy Secretary General Ömer Kocaman expressed gratitude to his interlocutors for their hospitality and wished success in the elections to be held on 4 October 2015.

While the the Deputy Secretary General Kocaman led the Osh delegation other participants of the group were Ferhat Pirinççi, academician from Uludağ University, Ruslan Izimov, Expert from the Turkic Academy, Ali Çiviler and Zamin Aliyev, Project Directors of the Turkic Council, as well as the Research Expert of the Council Dastan Almen.
